Indonesian cards are usually rejected by Amazon not because the balance is low, but because billing addresses do not match (AVS mismatch), the international transaction feature is not yet active, or Amazon’s anti-fraud system blocks the combination of card, sending address and new account. Why Indonesian Cards Are Rejected on Amazon
1. Billing addresses do not match (AVS mismatch)
Amazon verifies your billing address with the card issuer via the Address Verification System. The problem is, many Indonesian banks only store addresses in short format, while you type in your own version of the full address. Once they don’t match, the transaction is rejected even though the card number and CVV are correct. This is the number one cause.
2. The international transaction feature is not yet active
Most Indonesian banks now disable foreign transactions by default for debit cards, and some credit cards too. You have to activate it yourself via mobile banking, call center or branch office.
3. Debit card or card with a domestic logo
Debit cards with the GPN logo alone cannot be used for cross-border transactions. Amazon also often rejects Visa/Mastercard debit cards because banks impose international e-commerce restrictions on debit products.
4. The card does not support 3D Secure or the OTP does not appear
Amazon.com generally processes without an OTP page. If your bank requires 3D Secure verification and does not accept it, the transaction is automatically rejected. On the other hand, there are cards that send OTP to old numbers that are no longer active.
5. Amazon anti-fraud marks your order
The combination of a new account + a large purchase + a shipping address to a forwarder’s warehouse + a card issued in a different country is a high-risk pattern in the eyes of the Amazon system. Orders may go through first and then be canceled a few hours later, or the account may be asked for additional verification.

The daily debit card limit is often less than the order value. Apart from that, the value held can be greater than the price of the goods due to exchange rates and foreign transaction fees, so that the balance is not sufficient.
7. The shop or its products do not serve Indonesia
Some products are only sold by third-party sellers who ship within the US only, and some regional Amazon marketplaces restrict overseas buyers. In this case your card is not wrong at all.

Order of Legal Remedial Steps
- Check the billing address. Open your checking account or bank app, look at the registered address, then copy it exactly into the Amazon billing address field. Do not translate or tidy up.
- Enable international transactions. Almost all major Indonesian banks provide this toggle in the application. For credit cards, call the call center and state that you will be transacting at an American merchant.
- Use credit cards, not debit. Visa/Mastercard credit cards have a much higher success rate on Amazon.
- Update your cellphone number at the bank. So that the OTP and anti-fraud notifications reach you and can be confirmed in seconds.
- Use a virtual card from an official issuer. Several banks and OJK-licensed payment providers issue virtual cards for online shopping. This is legal as long as the card is registered in your own name.
- Start with small orders. Build a transaction history in your Amazon account with purchases under USD 50 before immediately ordering expensive items.
- Use an official Amazon Gift Card. If the card still fails, a gift card purchased directly from Amazon can be a payment method. Avoid gift cards from unofficial sellers because they are prone to fraud and lost balances.
- Contact Amazon Customer Service. They can see rejection reasons that are not displayed on the screen and sometimes unblock after verification.
What You Should Not Do
- Using someone else’s card without permission. This violates Amazon’s terms and is a potential legal issue.

- International shipping = 1.3 x Rp 320.000 = Rp 416.000
- Insurance = Rp 15.000
- Subtotal of goods and shipping = 1,424,000 + 416,000 + 15,000 = Rp 1.855.000 (equivalent to USD 116)
- Handling and handling fees, calculated from the subtotal above = Rp 358.479
- Deposit service fee 5% x 1,424,000 = Rp 71.200. Indonesian domestic shipping Rp 30.000.
- Total home = 1,855,000 + 358,479 + 71,200 + 30,000 = Rp 2.314.679

What’s in the Handling Fee Item?

- Ships from and sold by Amazon.com – stock and shipping is handled by Amazon itself. The most stable, easiest to send to the forwarder’s warehouse, and the neatest return process.
- Sold by third party, Fulfilled by Amazon (FBA) – item belongs to seller but is stored and shipped from Amazon warehouse. Generally safe, only return policies may differ.
- Sold and shipped by third party – seller packs and ships himself. This is where “US addresses only” restrictions, rejection of warehouse addresses, and long processing times most often arise.
If your target product is only available from the third category, don’t waste time trying out different cards. Most likely the rejection comes from the seller’s policy, not from your bank. In cases like this, a delivery service with a residential warehouse address in the US is much more effective.

Checklist Before Checkout on Amazon
- The billing address exactly matches the bank data, including the postal code.
- The international transaction feature is active and the limit is sufficient.
- The mobile number registered with the bank is still active to receive OTP.
- The selected product displays shipping options to your destination address.
- Seller is “Ships from and sold by Amazon” or a seller with a high rating.

When is it Best to Give Up on Your Own Cards
If you’ve had three failed checkouts, have contacted your bank, and have confirmed your billing address is correct, usually the problem is on Amazon’s anti-fraud side which you can’t control.
