Yes, individuals can import one unit of goods into Indonesia without the need to establish a PT and without an Importer Identification Number (API). The way to do this is through a delivery goods scheme using a forwarder or jastip service, which takes care of the transportation as well as the entire entry process. For shipments with a value of up to USD 1.500 the process is the most concise, and just personal identification in the form of an ID card is sufficient. The biggest misconception of novice importers is that imports always require a business entity, full containers and dozens of documents. In fact, for one unit of machinery, one unit of medical equipment, or one unit of hobby equipment, the path is much more concise. Two Import Lines for Individuals
Practically there are two routes that individuals can use:
- Scheme of consignment goods. Goods are sent via postal operator or consignment service, then registered with a Consignment Note document. This is the most common path for purchasing one to multiple units and does not require an API.
- Formal cargo scheme. Used when the value of the goods exceeds the shipping threshold, the goods arrive via general cargo, or the volume is large. Individuals can still use this route with personal identification, generally assisted by a forwarder or management service who signs the official documents.
Apart from these two, there are also routes for passenger goods (brought by yourself when traveling) and moving goods for those who change domicile from abroad. Both have their own rules and relief limits.

Please note, the USD 1.500 threshold is calculated per post, not per year. Breaking one large purchase into many small packages simply to avoid formal route obligations is not a practice we recommend, as such a pattern can be detected and lead to reassignment and sanctions.
Recipient Data Completeness: Small But Important
Complete and consistent recipient data is not an absolute requirement, but it really determines the smoothness of your shipment. There are three real advantages:
- Lower handling charges. In some categories, recipients with complete identification are subject to lower handling charges. For large-value shipments, the difference can reach twice the normal amount.
- Smoother login processes. Complete identification reduces requests for additional clarification on high-value submissions.
- Neat for bookkeeping. If the goods are to be resold, proof of payment in your name makes it easier to record the cost price and prepare business reports.
Make sure the name and address you provide are exactly the same as those listed on your ID, so that there are no discrepancies when registering the goods.
Documents You Need to Prepare
- KTP of the recipient of the goods (photo or clear scan)
- Recipient data that exactly matches the identity
- Invoice or proof of purchase stating the actual price
- Packing list or details of package contents
- Active telephone number and recipient’s complete address
- Catalogs, datasheets or photos of goods to help identify the type of goods
- Relevant agency permit documents if the goods fall into a regulated category
Import Flow of One Unit of Goods Via Forwarder
- Send link or item specifications along with quantity via WhatsApp or jastip request form.
- Accept quotation. Contains the price of goods, domestic postage in the country of origin, international postage, service fees, and handling fees, presented as one all-in figure without additional charges.
- Payment and purchase. Forwarder purchases goods and directs them to the consolidated warehouse.
- Physical check and repacking. Goods are photographed, weighed, measured, then repackaged if necessary.
- International shipping. By air or sea according to your choice.
- Incoming process. Goods are registered and handling fees are settled as determined.
- Delivery. Goods are delivered to your address along with proof of completion of all costs.

Calculation Example: One Unit of Laser Engraving Machine
Assumptions: price of goods USD 780 from Chinese supplier, exchange rate USD 1 = Rp 16.200. Domestic shipping to warehouse USD 17. Actual weight 22 kg, packaging dimensions 72 x 50 x 40 cm so volume weight 144,000 / 6,000 = 24 kg. Due to the larger volume weight, the rate is calculated at 24 kg with air shipping Rp 88.000/kg and a service fee of 5%.

The details:
- Submission value = 12,636,000 + 275,400 + 2,112,000 + 63,180 = Rp 15.086.580, equivalent to around USD 931 so still below the USD 1.500. threshold
- Handling and handling fees = Rp 2.915.482, or approximately 19.3% of the shipment value.
- Forwarder service fee = 5% x 12,636,000 = Rp 631.800.
- Grand total = 15,086,580 + 2,915,482 + 631,800 = Rp 18.633.862.
- The multiplier from the price of goods to the total to the house = 18,633,862 : 12,636,000 = around 1.47 times. This quick benchmark is useful before you agree to a purchase.

What Happens If the Value Exceeds USD 1.500?
Individuals can still import goods, only the process has moved to formal cargo routes. The consequence: handling costs no longer use one simple combined post but instead follow the HS code classification of goods, so they can be lighter or heavier than the general category. The documents requested are also more complete and the processing time is slightly longer. The forwarder or management service you appoint will prepare the documents, while you only need to provide identity, invoice and payment. Goods Most Often Imported by Individuals
From our experience, the majority of requests for single unit imports come from the following four groups of needs:
- Small business equipment. Laser engraving machines, DTF screen printing machines, coffee ovens, ice cream machines, and packaging machines. Generally, one unit is purchased to start a business or increase capacity.
- Spare parts and technical components. Electronic modules, sensors, servo motors or machine components that are not available on the local market.
- Hobby and collectible items. Cameras, musical instruments, bicycles, drones, fishing equipment, even collectible figures and cards.
- Product samples for market testing. Prospective brand owners import several units first to check the quality before ordering in large quantities.
For the latter group, samples are usually imported via individual channels, while mass production is then transferred to business entity channels once the product is proven to sell. This gradual pattern reduces capital risk significantly.
How to Reduce Individual Import Costs
- Combine several purchases. Consolidate in the home country warehouse to avoid minimum charges that are paid multiple times.
- Discard excess packaging. Display boxes and thick styrofoam are often the main causes of increased volume weight.
- Choose sea for heavy, non-urgent goods. The cost difference can be very large for machines over 50 kg.
- Negotiating price as well as domestic shipping. Many suppliers are willing to provide free delivery to the forwarder’s warehouse.
- Plan well in advance. Impromptu express delivery is almost always much more expensive than scheduled cargo.
Common Mistakes of Individual Importers
- Just comparing the prices of goods. What determines profit and loss is the landed cost, not the price on the product page.
- Ignoring packaging dimensions. Large light goods often result in surprising shipping costs.
- Request that the invoice value be reduced. This is a risky practice that can lead to reassignment of the shipment value and sanctions. Honest declarations are always cheaper in the long run.
- Not checking the status of goods. Some products require permission from BPOM, SDPPI, quarantine or SNI certification.
- Forgot to check voltage and plug standards for electrical equipment from Japan or America.
- Not taking out insurance on large-value or fragile items.
When is it Best to Start Forming a Business Entity?
As long as you import occasionally for personal use or to test the market, the individual route is sufficient. Consider establishing a business entity if one of the following conditions is met: the frequency of imports becomes routine every month, the value per shipment is consistently above USD 1.500, You want to take advantage of the trade agreement facility via Form D or Form E, or your product requires a distribution permit which can only be applied for by a business entity. - Note the weight and dimensions of the packaging before agreeing to send
