Electronic Goods Need Wooden Packing? Safe Packing Guide
When do electronic goods have to use wooden packaging? Understand the ISPM 15 standard, its impact on volume weight and costs, plus more economical packaging alternatives.
Electronic goods do not always have to use wooden packaging. A new wooden crate or pallet is really needed if the goods weigh more than around 70 kg, break easily, have large dimensions such as TVs and monitors, are sent by sea using the LCL scheme, or are of such high value that the risk of damage is not worth the packing costs. For laptops, cellphones, cameras and accessories sent by air, the combination of a double box with foam is usually sufficient.
The problem is, packing wood is not a free decision. Crate increases the actual weight as well as dimensions, so that the volume weight and postage also increase. This article explains when wood packaging is really worth it, what the mandatory ISPM 15 standards are for cross-border wood packaging, as well as real-world cost simulations so you can make a numbers-based decision.

The basic logic is simple. In air cargo, packages are handled relatively carefully and transit times are short. In LCL sea cargo, your goods are stacked with other parties’ shipments in one container for weeks, subjected to shocks, high humidity, and repeated loading and unloading. That’s where crates provide the most value.
Get to know the ISPM 15 Standard for Wood Packaging
ISPM 15 is an international standard for wooden packaging used in cross-border trade, including pallets, crates, crates and dunnage. The aim is to prevent the spread of wood pests and diseases between countries. The wood must undergo official treatment, then be given a stamp indicating compliance.

The heat treatment (HT) method is now the most common, namely heating the wood to a certain core temperature for a specified duration. methyl bromide (MB) fumigation is increasingly restricted due to its environmental impact, and a number of countries no longer accept it. If in doubt, ask the supplier to use wood with the HT stamp.
Consequences if the wood is not stamped
Wooden packaging without the ISPM 15 stamp may be rejected, detained for re-treatment, or destroyed by the quarantine authorities in the destination country, and all costs are borne by the importer. Apart from costs, the biggest impact is delays which can last for weeks. Therefore, when ordering large items from abroad, make sure the supplier states in writing that their crates comply with ISPM 15.
Processed wood such as plywood, particle board, OSB and MDF are generally exempt from ISPM 15 obligations because they have gone through a high-temperature production process. This makes plywood cases an attractive alternative: lighter, neater, and free of fumigation. Still confirm with the forwarder before deciding.
Impact of Wood Packing on Volume Weight and Cost
This is the part that is most often surprising. The crate adds 4 to 8 cm of thickness on each side, and that addition is multiplied by three dimensions so that the effect is multiplied.

Additional costs = Rp4.630.000 – Rp2.565.000 = Rp2.065.000. If the value of the additional Rp28.000.000, item is equivalent to 7.4% of the value of the item. As a comparison, the 0.3% all-risk insurance premium is only Rp84.000. For short-haul air cargo, the combination of quality double boxes plus insurance is often more efficient than full crates, unless the goods are fragile or have glass panels.
Sea cargo simulation: 250 kg production machine
For LCL sea cargo, bills use cubic meters so that additional crate dimensions have a much smaller impact. Assuming LCL rate USD 90 per m3 and exchange rate USD 1 = Rp16.300.
- Without crate: 120 x 80 x 100 cm = 1.2 x 0.8 x 1.0 = 0.96 m3, freight costs = 0.96 x USD 90 = USD 86,40
- With pallet and crate: 125 x 85 x 112 cm = 1.25 x 0.85 x 1.12 = 1.19 m3, freight costs = 1.19 x USD 90 = USD 107,10
- Freight difference = USD 20,70 = 20.70 x Rp16.300 = Rp337.410
- The cost of an ISPM 15 crate in China is around USD 60 = Rp978.000
- Additional total = Rp337.410 + Rp978.000 = Rp1.315.410

Special Rules for Electronics with Batteries
Apart from physical packaging, electronics containing lithium batteries have their own requirements in air cargo:
- UN38.3 and MSDS documents are usually required for lithium batteries, especially when shipped separately from the device.
- A battery installed in the device is much easier to accept than a removable battery or power bank.
- Special handling labels must be affixed and package contents declared as is. Concealing the presence of a battery is a violation of aviation safety.
- Rate sensitive items often apply to battery items, so the cost is higher than for regular items.
- Silica gel is recommended in packaging to absorb moisture, especially in sea cargo.
- Antistatic wrap for components such as mainboards, GPUs and memory modules.
The Five Most Frequent Packing Mistakes
- Relies on original factory cardboard. The product’s box is designed for store shelves, not for transcontinental travel. The cardboard must be wrapped again in a thicker outer cardboard.
- Leave the cavity empty. Items that can slide around in the cardboard will hit the walls many times along the way. Fill the entire cavity until the cardboard feels solid when shaken.
- Make the crate too big. Every additional centimeter is multiplied by three dimensions. Crate that is too loose can increase shipping costs by hundreds of thousands of Rupiah without adding protection.
- Forgot to check the ISPM 15 stamp. Many importers only realized after the container arrived and the wood was refused quarantine, even though a one-sentence confirmation to the supplier was enough from the start.
- Not documenting initial condition. Without photos before the box is closed, insurance claims are much more difficult to prove if the goods arrive damaged.
Who Prepares the Wood Packing
There are three common scenarios. First, supplier makes its own crate in the country of origin, usually the cheapest and already familiar with local export standards. Second, consolidated warehouse forwarder does the work, suitable if you combine several orders from several suppliers into one shipment. Third, repacking at the port of destination, which should be the last option because the goods have already gone through the riskiest part of the journey without protection.
When requesting a quote, state specifically: the type of packing desired, whether the wood must be ISPM 15, and what the final dimensions will be after packaging. These final dimensions determine shipping costs, so they must be written in the quotation, not estimated later. Safe Packing Checklist for Electronic Imports
- Goods are wrapped in antistatic packaging if they are exposed electronic components
- There is a minimum of 5 cm of padding on each side between the item and the cardboard wall
- There are no cavities that cause items to shift when the cardboard is shaken
- The outer cardboard is double-wall type, not used cardboard that has become soft
- All joints are fully taped in an H pattern
- For crate: wood with ISPM 15 stamp with HT code clearly visible
- Items are tied to the bottom of the crate so that they do not move around in the crate
- Fragile labels and top direction signs are attached, although this does not guarantee special treatment
- Photos of the packing process are saved as proof of initial conditions for insurance claims
- All-risk insurance is taken for goods valued above Rp20 juta
The fragile label is not a guarantee. On LCL sea cargo, your goods may be the basis for another shipment. It’s the packaging construction that protects, not the warning sticker.
